If dogs can detect drugs in airport luggage why not in prisons?

We keep hearing how prisoners are off their heads on drugs, running up large debts to in-house drug barons and presenting a danger to themselves, to each other and to the prison officers.

But prison is a closed environment with regulated access to visitors! Surely it must be possible to use sniffer dogs on visitors and inmates and on all the cells during meal or exercise breaks?

So what's the problem - lack of resource or lack of initiative?

Or is this not really a problem to the authorities?

Maybe it's actually easier to control inmates who are preoccupied with their next fix?
